With the increasing number of active shooter or criminal mass casualty incidents, it is more important than ever for emergency personnel to train together and to operate with a coordinated and integrated response during these events. In response, best practices now include Fire/EMS personnel forming "rescue teams" with law enforcement to enter what are considered "warm zones". These new protocols allow for the rapid extraction of victims and critical life-saving interventions to begin sooner.

This title presents specific recommendations and guidelines for Fire & EMS personnel who may respond to a criminal mass casualty incident. Training objectives include:

Action Training Systems Adds Three New Titles to Incident Command & Management Series

Action Training Systems (ATS), producer of award-winning firefighter, EMS, and industrial fire brigade training programs, is releasing three new titles in its Incident Command & Management (ICM) series. These titles include an overview of the National Incident Management System (NIMS), the development and expansion of the Incident Command System (ICS) at different types of incidents and an overview of the roles and responsibilities of Command Staff and General Staff at the scene. These three new titles expand upon the existing two titles in the series: Incident Safety Officer—Roles and Responsibilities and Incident Safety Officer—Incident Scene Safety.

For these titles, ATS used a variety of video resources including producing scenes with neighboring departments such as Gig Harbor Fire, Central Pierce Fire Department and South Kitsap Fire Rescue. In addition, the ATS production team filmed large-scale training exercises and events planned by the Port of Seattle Fire Department, Snohomish County Fire Department Paine Field and the East Metro Training Group.

The National Incident Management System (NIMS) title introduces key concepts pertaining to NIMS and reviews this standardized yet flexible system for coordinating large-scale operations between multiple agencies and jurisdictions. NIMS compliance is a condition for federal preparedness assistance, such as grants and contracts. This title provides a great introduction or can serve as an excellent review for the mandatory FEMA IS-700.A course.

The Fire Service: Initial Command title presents the roles and functions of the Incident Command System (ICS) and discusses how the system can be expanded depending on the size, complexity and demands of an incident. The video focuses on fire service response for incident complexity types 4 & 5.

The Fire Service: Expanding Command title focuses on how and when to expand the Incident Command System when an incident is large at onset or is escalating in size. Described is fire service response for incident complexity types 1, 2 and 3. Reviewed are key concepts in expanding ICS, including the roles and responsibilities of the Command Staff and General Staff, as well as Area and Unified Area Command.

This series teaches to NFPA Standards, including NFPA 1521: Fire Department Safety Officer Professional Qualifications, NFPA 1561: Emergency Services Incident Management System and Command Safety, and NFPA 1026: Incident Management Personnel Professional Qualifications.

Aerial Apparatus Series Revised & Updated

Action Training Systems (ATS) is releasing a completely revised Aerial Apparatus: Driver/Operator training series. For the past eight months the
production team has been working with over a dozen western Washington fire departments. With the support of these agencies ATS was able to produce all new video to illustrate the training objectives and safe operations of aerial apparatus.

In this 5-part series, professional firefighters demonstrate the skills necessary to position, stabilize and deploy various types of aerial apparatus at an emergency scene. Apparatus used in these demonstrations include telescoping ladders, aerial platforms, articulating devices and tractor drawn apparatus. Skills presented include the inspection and maintenance of vehicles, safe driving techniques, including tillering, pre-deployment safety considerations, stabilization techniques, and the tactical uses of aerial apparatus on scene.

The revised, updated content presents the knowledge prerequisites of the current NFPA 1002, Standard for Fire Apparatus Driver/Operator Professional Qualifications. Course development also utilized IFSTA's recent edition of Pumping and Aerial Apparatus, Driver/Operator Handbook, published in 2015.

As with all ATS courses, leading subject matter experts helped to develop and review content for accuracy. Chief Doug Forsman (ret.) of Champaign, IL. and Mike Weider, Executive Director at IFSTA-FPP (Oklahoma State University) were instrumental in the production process. Long standing partnerships with organizations such as IFSTA have been fundamental to the success and popularity of ATS programs over the years.

Action Training Systems Releases Canadian EMR Training

ATS worked closely with St. John’s Ambulance in Alberta, Canada to translate and adapt the training for the Canadian EMS market. This 26-title series provides competency-based training for Canadian Emergency Medical Responder (EMR) personnel as outlined in the National Occupational Competency Profile (NOCP). These skills-based programs demonstrate assessment and care for a variety of medical and trauma related emergencies.

Action Training Systems Earns Organizational Accreditation from CECBEMS for Online EMS Training

CECBEMS is the Continuing Education Coordinating Board for Emergency Medical Services, which is the national accrediting body for EMS continuing education courses and course providers. CECBEMS-approved courses are accepted by the National Registry of EMTs. With few exceptions, CECBEMS’s stamp of approval is recognized in most states for licensure recertification of first responders, EMTs and paramedics.

ATS has demonstrated a commitment to excellence in EMS continuing education. All online, EMS interactive courses are CECBEMS approved for one CEH (continuing education hour). Its EMS course content is based on the National Emergency Medical Services Standards (NEMSES) published by the U.S Department of Transportation as well as standards and recommendations from the Occupational Safety and Health Administration (OSHA) and the Centers for Disease Control and Prevention (CDC).
